New York launches expedited renewables auctions

The New York State Energy Research and Development Authority (NYSERDA) on Thursday launched expedited solicitations for offshore wind and land-based renewable projects.

The upcoming issuance of the auctions was announced earlier this month by New York governor Kathy Hochul. The accelerated solicitations are part of New York’s 10-Point Action Plan, released in October, and seek to backfill any contracted projects which are terminated and to help the state progress towards its climate goals. They are open for projects that were previously denied price adjustments by the New York State Public Service Commission as well as new market entrants. Participants will benefit from streamlined bid requirements. The solicitations also incorporate provisions from the latest renewables procurement rounds such as inflation indexing, labour provisions and disadvantaged community commitments.

Proposals for offshore wind projects are due by January 25, 2024, with awards expected to be announced in February 2024.

For the land-based renewables auction, eligibility requirements are due on December 21, 2023 and final proposals on January 31, 2024. The results are expected by the end of April 2024.

The solicitations come shortly after New York announced a round of awards involving three offshore wind and 22 onshore renewables projects totaling 6.4 GW.

Alliance for Clean Energy New York executive director Anne Reynolds said the renewable energy industry is encouraged by the speedy issuance of the solicitations. “I applaud New York’s fast action, because this sense of urgency is exactly what is needed to bring infrastructure projects to construction and achieve clean energy and climate goals,” added Reynolds.
